Declaration of intent to get into a multi-year contract solely after consultation
The relevant ministries and affiliated agencies have received a letter from the Ministry of Finance requesting that the multi-year contract agreement process only move forward following consultation.
The Ministry's spokesperson, Mahesh Bhattarai, stated that Finance has written to several ministries and agencies to ensure that resource management and budget execution are efficient for the current fiscal year.
Prior to requesting a multi-year contract agreement in the current fiscal year, the ministry has asked that a list of high priority projects with rapid outcomes and a reasonably substantial allocation of cash be prepared. In a similar vein, the ministry requested an update and to submit the project's specifics as well as the total obligation for the upcoming fiscal year, which involved the acquisition of multi-year contracts.
The letter states what percentage of the medium-term expenditure structure's multi-year liabilities will be in the upcoming fiscal year.
The ministry also arranges and furnishes information regarding the projects completed in the previous fiscal year, the amount frozen in the budget or the unfulfilled request for a transfer of funds, the payment obligations resulting from the exclusion of the aforementioned projects and programs from the current fiscal year, and the specifics of the manageable resources. It is asked for.
In addition, the Ministry has asked for the transfer of funds from the Ministry's allocation and the option of resource management in the event that the budget for the projects, programs, and activities included in the current financial year is insufficient when asking for resource assurance or additional release.
The Ministry has requested that the projects and programs that are included in the annual program budget of the current fiscal year be identified as those that are unfinished, cannot be implemented right away, have a budget allocation that is too low in relation to their costs, or are not cost-effective.
Artha has requested information regarding the amount paid for the fiscal year in accordance with point number 50 of the Budget Implementation Guideline and the amount that was insufficient to be paid in accordance with that point.
